Senior Technical Analyst/Project Manager

On behlaf of our client, Affinity Staffing is looking to hire a Senior Technical Analyst/Project Manager who will help improve Identity and Access Management across their organizations.  The current project is in flight to improve on-boarding/off-boarding processes and enhance existing Identity verification processes, non-employee identities, automated distribution lists, role based provisioning, and foundational infrastructure.

The next phase’s scope includes:
  • Implementation of Automation for non-employee account provisioning
  • Implementation of Automation for non-employee account de-provisioning
  • Facilitation of non-employee portal deployment and communications support
This next phase will also enhance the existing Identity verification process and infrastructure with newly defined data integrations. In conjunction to this, the phase will provide support to projects in flight which have a dependency on specific phases of the program.

Services Required:
This role will report and be accountable functionally to the Program Manager who will be overseeing the deliverables.
  • Provide project leadership and technical support to development and operational teams.
  • Provide oversight and direction to project resources, including project plan and schedule development, resource planning, risk and issue logging, budget/financial reporting.  Participate in the negotiations and tracking of third party contracts and agreements.
  • Analyze, and coordinate business and clinical requirements with the technical team to support user identity management solutions for non-employees. Create and manage the plan for moving technical solutions to final client hand-off.
  • Identify and support solutions to complex business and technical problems throughout all stages of auto-provisioning / de-provisioning to support non-employee onboarding/off-boarding processes
  • Analyze and coordinate enhancements to user workflow for provisioning / de-provisioning non-employees for business and clinical stakeholders.
  • Manage the design/development of a non-employee portal to support user identity verification and validation.
  • Engage with technical teams to define the objectives, requirements and solution implementation approach for the project.
  • Appropriately develops detailed project plans, milestones and critical-path dates to identify risks associated to project schedule.
  • Maintain and deliver detailed documentation of technical and business requirements, technical architecture designs, and solution documentation.
  • Ensure successful execution of project components including agreed scope, schedule, cost and quality.  Manage risks and negotiate changes to project specifications; closely monitor and evaluate events to manage scope and budget.  Oversee related processes to ensure optimum efficiencies.
  • Engage with the vendor equivalent PM to ensure coordination of activities and deliverables, quality of deliverables and follow-up to outstanding issues and questions
  • Escalation of issues to the Program Manager, Program Sponsors and Steering Committee with options analyses and recommended solutions. 
Other Responsibilities
  • Review project work plans and revise as appropriate to meet changing needs and requirements
  • Ensure appropriate Change Management strategies are developed and followed
  • Follow Change Control processes for project change requests. Review resources planning requests
  • Reviews deliverables prepared by team
  • Assess all deliverables against vendor recommended design and best/normal practices. Reports any deviations
  • Ensure Project Quality and Transformation Office best practices/polices are followed
  • Produce regular and ad hoc status reports and presentations for various project stakeholders including the Steering Committee
  • Support the documentation and escalation of key decisions, project change requests and other decision documents through the project’s governance structure.
  • Manage governance committee and project delivery committee agendas and material development
  • Minimize exposure and risk on project
  • Ensures project documents are complete, current, and stored appropriately
  • Facilitates team and client meetings effectively
  • Holds regular status meetings with project team
  • Keeps project team well informed of changes
  • Effectively communicates relevant project information to stakeholders
  • Resolves and/or escalates issues in a timely fashion
  • Understands how to communicate difficult/sensitive information tactfully
  • Motivates team to work together in the most efficient manner
  • Sets and manages client expectations

The successful proponent will possess the following attributes:

Essential:
  • Master’s degree or equivalent work experience
  • Strong Change Management experience with Clinicians and project stakeholders
  • Experience with complex integrated clinical system environments
  • Experience leading HIS or IT system go-lives
  • Possess 8+ years’ experience leading complex change initiatives
  • 5-8+ years of project management experience running multi stakeholder, complex projects
  • Experience as a Project Manager for medical information systems in the clinical environment
  • An understanding of the Active Directory, Role based access control systems/processes
  • Able to start immediately
Desirable:
  • Experience with Identity and Access Management replacement and implementation projects
  • Experience with Enterprise IAM Systems
  • PMP certification
